You have 25% of teacher that should not even teaching. The public school system needs to revamp the entire Curriculum and studies to match internacional standards. You have children in high school that don't even know how to tell time on a watch

Additional, traffic stops, illegal motors, illegal taxi, street vendors many that violated the local laws and when paid 1,2,3,k pesos, they look the other way and the violations continues!

This is all good but you first need to address and stop the local police corruption. Many local police take bribes or money to turn and look away at violations of the law. Examples: noise control, loud music till 6am in the streets of local neighborhoods, etc
